i want to know how does a website function how is it created and made available to others

A good place to start is with an HTML editor. A website is a group of webpages all linked together (starting with your homepage ie- yahoo home page links to all its other subdomaines and categories)

so you get an html editor (http://www.interkeys.com/htmleditor) there are free ones like NVU.com which is similar to frontpage.
Make a few web pages, some graphics, columns etc, put your text and link it up to your other pages

A good way to learn is to actually use one of the free host providers first... , try google pages (pages.google.com) or yahoo geocities,

its sort of free hosting and free website making, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features

its up to you how developed a site you want and if you want to use your own domain name

First you start off by buying a domain name, such as www.something.com. Once you own the domain name, you have to tell the company you bought the domain from (like godaddy.com or netsol.com) where your website is going to be. This is called the "host" server. In other words, you tell it what the IP address of the server is going to be. An IP address is like a telephone number for a computer, it tells all other computers out on the web how to find each other.
Once you have a domain name and a place to "host" your website, you can develop the webpage. You can write webpages in many formats, the most common being html language. You can also find software and companies that write the website code for you, and all you have to do is input the text that you want displayed (and any images).
Once you have that all done, you upload your website to your host and then anyone going to the www name you bought will see your site.
To get your site out there without telling people directly is the hardest part. You have to get listed in the search engines and be patient. There are plenty of articles out on the web telling you how to get "placement" for your website.

If You chose hosting by yourself, You need at most two name servers. Primary DNS and backup server and place it on a different network addresses. Simplest is use for hosting some company.
There is sites where you can get your web space for free. I think it's the best if you want try. I know www.pochta.ru it gives your page if you register for e-mail automatically. May be hard if don't know Russian. I think you can find one by yourself somewhere near You.
