It's a group of people who have yet to rise to religion status. It's like evolution (haha, the irony of explaining religion with evolution): It starts out as a man/woman with a story -> gains followers until cult is formed -> mmoves up to religion when it become a world influence.

A cult or not a cult?
As a ministry that proclaims the authority of the Bible in an increasingly secular, anti-God society, Answers in Genesis, not surprisingly, receives opposition.
Although the Cincinnati/Northern Kentucky area has generally welcomed Answers in Genesis and its Creation Museum to the region, there is a vocal, tiny minority in opposition. One of their tactics has been to file a lawsuit to stop the rezoning of land for AiG's museum (although the county commissioners approved the rezoning last May). A part of their strategy is also to label Answers in Genesis a cult!
Three years ago, when opposition to the Creation Museum first heated up, some opponents tried to link Answers in Genesis with the Free Men of Montana and the Waco cult (one rumor was that we were even stockpiling weapons!). Even recently, a letter-writer to a local paper likened Answers in Genesis to the Jim Jones suicide cult! When we called the paper's editor to register our concerns; the editor indicated that the letter writer was merely expressing an opinion, and that the paper was not obligated, for example, to check out the Jim Jones "connection." We politely disagreed, pointing out the paper's printed policy not to publish libelous items.
Answers in Genesis, of course, holds to the fundamental beliefs of conservative Christianity, as opposed to the cults who generally: 1) add to Scripture; 2) believe in "works" salvation; 3) deny the Deity of Jesus Christ; and 4) are led by a strong "charismatic" teacher (AiG is governed by a board of directors of nine men of various backgrounds and Bible-believing churches).
In addition, 25 local churches signed a letter of support for Answers in Genesis, a list that also included a prominent local judge, a radio station manager, and some of our future neighbors near the museum site.
We take solace in the Scripture that declares that when we stand for the Truth, we should expect opposition (find Scripture). Please pray for Answers in Genesis that we will continue to be a good witness for Christ and His Word in this area and nationwide.

A cult is an organized meeting of a small group of people led by one person do discuss beliefs and ideas, usually for a religious meetings...
its basically like a church mass or church service...

A cult is a group of people led by a single person or group of people (autocratic or an oligarchy) who perform taboos or crimes for what they believe to be the good of mankind, like the christians.

Generally, it is a group that believes what the leader thinks and doesn't think for itself.
Usually these are religious, but sometimes they are political or psycological. If everyone in the group parrots the leader's thoughts, beware.
