Are you thinking about Basle in Switzerland? Some people pronunce it "Baal" but unless they are Swiss i'm not convinced!

This is the only thing I found on basil the place, not the herb and not Brasil/Brazil

I think you´re mistaking basil for BRASIL which is the way brazilians write it, with an S instead of Z. By the way if in fact there is such a place called basil, then it surely might be in Italy...They just love basil there! Regards, Gabriel.
