Always give year, make, engine size and model # when asking questions.
Every thing is different.
Look on the side of the carb. The biggest screw (is usually the idle screw), turn it out (counter clockwise) to lower the idle, Adjust it while the motor is running. Count the # of turns.
(1/4 1/2 3/4 1) so you can put it back to where you started from, in case you're turning the wrong screw.

take apart carb, the main is gummed up or contaminents are holding open the slide and neelde.........gummed up jets are hard to clean, do not rod or drill out.....try spraying with lots of gumout or simply replace - they are only a couple bucks. Could also be that the cable is misrouted and pulling on the carb...also chech throttle stops

My guess would be, if you bought it used, that the pilot jet is clogged in the carburetor. The previous owner may have turned the idle up so that it would run on the main jet. Have your carburetor cleaned .

also you may want to check out the choke to make sure it is closing all the way. If the choke valve is not seating back down all the way the idle will seem to remain high.
