depending on what type of plants you're keeping, the amount of light you will need is different. 2WPG is a fair amount!

If your plants are grown well however, I wouldn't worry about it!

Depends on the plants, depth of the aquarium, etc.
1 watt per gallon is sufficient to grow most common, low to mid light plants. You won't have much luck with rottala or ludwigia but most plants should grow just fine. They won't grow as fast, mind you.
Sometimes is just how things are in your tank. I can't grow amazon sword worth a damn, for example, and I have 3 w/gal... yet I see it thriving in tanks with basic fluorescent lights, less than 1 watt per gallon.
