try something called stain devils numbers 3 or 5. You can get them all over the place and they sell them on e-bay as well i think

Spot Shot Carpet cleaner. Blue can orange lid, awesome to pretreat stains on clothing also. Be sure to wear gloves when using to treat carpet stain, it will take the polish off your fingernails too.

If nail polish remover doesn't work, try Goo Gone (its a spray) or Mechanics Goop (yep...thats a real name, it gets everything out)

you could try taking nail-polish remover and a strong brush...or somin like that maybe 1 of those wire brushes or somin like that unless its already super dry and its been thier for like a year than ur screwed.
