Plasma membrane along with transmembrane spanning proteins are initially made in the endoplasmic reticulum. They bud off as vesicles and travel to the Golgi apparatus, where post-translational modifications (changes to proteins after they are made from mRNA) take place. Both would probably be a better answer, but if you have to pick one, then endoplasmic retiuclum would be the best answer as the Golgi only modifies plasma membrane.
