Agreed bostonianinmo, there's no question here... Shimol, are you maybe asking what TCP Slow Start is? This is an additive recovery mechanism that TCP/IP uses, either when starting a new flow, or when ramping back up after a period of congestion that forced TCP to enter congestion avoidance. The rule is that TCP starts ramping back up to speed by making the congestion window equal to 1 segment, and then add another segment to the congestion window setting for every ACK that arrives. This way, after congestion, it doesn't suddenly slam the network and cause congestion all over again... the slow start helps ensure the stability by coming back up to speed more slowly.
