When you are writing a THESIS STATEMENT, you want to take an idea, point it out and flip it to a more controversial idea. The structure I learned and liked to use was:
Some will say that (something) is (conventional opinion); however, there is evidence that shows (something) is actually (opposing conventional opinion).
For example, in the case of prison overcrowding in California...
While many California prisons are filled beyond inmate capacity, many people oppose construction of new prisons because they create a blight on their communities; however, there are many economically disadvantaged communities that welcome the construction of new correctional facilities because it would bring jobs to the area.
So take that common idea: prisons crowded, but don't want to build more. Turn it around: build more prisons somewhere else to relieve crowding.
Lemme guess: you are either a senior in high school taking English, or you are a freshman in college in a reading and composition course.

The paper is only 6 pages? Thesis are usually 50+ pages. Writing a thesis is all about data. It very well may be that the prisons are overcrowded...but how will one determine overcrowded? Is it determine in relation to other states (proportion) or by square footage and the number of people. I guess what I am trying to say is the US has around 300 Million people and there are over 8 million of those people that live in NYC... So is NYC overcrowded? I don't really know how to expain it...but if it is indeed overcrowded - is it the people in relationship to the land that makes it so or is it in relationship to other locations that makes NYC appear to be overcrowded. Or something completely different that make it so. I think your paper sound interesting. The CA correctional facility might have a website that can provide you with much needed data.

Oh yeah! super concept. here in Mississippi we've a state penal complex sitting in the delta that's a number of the main fertile farm land in the international. Well here is a tip, it touches the border of mexico (arrest of illegals), all the ridiculous laws that are set out out there that no other state or place has, and that it has several densely populated cities compared to other cities.

few reasons why
1, we spend more money on prison institutions than education in ca
2, the media focuses on street crime, even though more deaths are caused by corporate crime. the more emphasis on street crime the more we are scared and the more our flase fears of violence grows. this cuases politicians to be harsh on crime, ever heard a candidate run on being soft on crime? this puts pressure on the institutions to have longer and harder sentances, on example of this is determinate sentancing.
also the criminal justice system is based on institutional racism. for example while blacks make up only 30% of crack users they make up over 70% of those convicted.
also, it takes only 5 grams of crack for a 5 year sentance while the same sentance for coke needs 500 grams...
anyways these are just a few reaons, the criminal justice system is really screwed up,... also all this insitutional pressure has lead to many false convictions, for example something like 18 people since like 2003 or sometihng in iowa were falsely convicted on death row until dna evidence set them free... the governer, who its for the death penalty, put a hold on all executions until the results are more accurate and they are trying to get more states to follow.
also another cause for growing population is the fact that poor people just dont have the resources to get good laywers with devoted time just for them and they get these lawyers with like 400 cases at once or something who just plea bargain so many innocent people are getting sent to jail/prison becuase it will probably turn out better in the long run for them and becuase their lawyer recomends that to them so he can move on to the next case some lawyer i forget his name does something like 99% of his cases plea bargains...
not only is the prison population too large but it is also unrepresentative racially compared to the crimes in the real world.
you could easily write a book on this stuff.
shiiiit ill write your essay for like 75$ or soemthing.
