When I am at walmart taking a walk with someone else and my neice, I sometimes let her ride on my shoulders. I hold on to her legs
Whenever I do that people stare at her with blank stares no smile or whatever.
She's only 22 months old(almost 2), and she can run, walk and balance herself and sit upright perfectly.
You know nobody criticizes angelina and brad pitt for carrying Zahara on their shoulders!
So why do people stare?

Kids love sitting like that, they love being high up and seeing everything from above! People who stare are probably mad that you are being so nice to your child when they are ignoring their kid that is sitting in the cart and screaming. OR maybe they are just afraid to smile..if I saw you with your niece having a good time I would watch because it's kind of heartwarming, and would bring back memories of me and my dad when I was little!

They stare because their minds are distracted. Sometimes people are amazed, entertained, or enchanted, but in your case, I would say that they are just shocked by public displays of family connection and love.
Consider your audience. You're at Walmart. The more affluent and cultured and intelligent typically shop elsewhere, though I make exception at times too. Obviously, they don't know what to think or how to react to your innocent fun, and they think that something must be wrong because you are the only one doing it at that time and in that store. Reconciliation with reality occurs more slowly with the slower minds typical of most Walmart patrons; a problem intrinsic with offering products for much less cost than the competition is that the less affluent and less-intelligent are attracted in greater numbers than the more affluent and successful.

People stare at anything unusual and feel unsafe with things out of the ordinary. The culture sets the acceptable and unacceptable behavior standard. The people just don't believe their eyes at someone who would not accept the standard, so they stare because violation means that person would be judged and put at a distance. (Celebrities are given exemption to the rules.)

I try to not look at anyone unless they are directly in my path because I am sick of smiling and getting a blank stare, ogling stare, mean "I'm too good" stare (that those bitchy girls get, you know the look!) or tsk tsk stare (older people always think I am too young to have a baby, I'm 27 but look around 20). I can't take it anymore! I am sick of seeing people's faces and their looks. I make it a point to ignore everyone to the point that people now think I'm a snob, but that's better than bowing down to their chastising foolishness. Yeah, I know, I better settle down.

Whenever my husband does that with either of our kids- ages 2 and 4- I freak out and I’m ready to jump and catch them if they look like they might fall…I also do this when other people carry kids like that, it’s just instinct, I mean no offence…or maybe your niece is giving a weird face, my son does sometimes…its like a mix between scared and thrilled…

People stare when you are acting in a way that they would never act or just out of the ordinary. Sometimes they just stare because they like what they see or they dont like what they see!

People are conserned that the child is to young. I think that if the child is not crying out of fear or pain then let them stare. Who cares. Atleast you aren't yelling at and/or beating your kids while you are at walmart.

Maybe they are staring because they used to do that? Maybe they are just looking with no real thoughts. I think it's great todo that and fun too. At least you are not letting your child run wild and get into stuff!!!
