the same way the system knows your in a different area. By radio towers and satilites. It is an emergency number so it automatically rings to the local dispatch.
So if you phone it registered in Toronto and you are in Montreal it will ring to Montreals 911 not Toronto.
And if for some impossible reason it did. They all have computer systems that they could transfer your call right through to the dispatch in the area you are in.

911 is available even if the phone has no service. whomever told you that 911 was not allowed to take your call should be fired. most big city's have enhanced 911 which will give the 911 operator all of your info. from a land line it will give your number, address and your name. from a pay phone it gives the location of the payphone. and a cellphone it gives your number. if there is no service it will give the closes cell tower so go ahead and call 911 in an emergency.

Depends on what cell tower picks up the signal. It will then go to the 911 center closest to the cell tower.

Adding to what judoka said, It's like when you order pizza or any other take-out from a major place, your call gets automatically directed to the closest store.
