theres this stuff called "grafeti off" that teachers use on the bottom of desks and stuff and it seems to work on cloths too

you could try vegetable oil or peanut butter too...warning the peanut butter might stain the skirt.

If chewing gum stick the skirt in the freezer, when it's frozen pick it off carfully, I imagine it'd work for blu-tack too

place a couple of layers of kichen roll over the skirt and apply a warm iron, this will probably take many attempts to soak up the substance, finally some concentrated washing liquid, rub in well with the finger tips and wash in machine.

Put the skirt into the freezer until the substance has frozen. Then it will `peel` off easily.

put a piece of ice on it and let it freeze up. then carefully pick it off. it should come right off
