Firstly, its a prison thing: You're not allowed to have a belt in prison.
Secondly, its a copy-cat thing: All males love to emulate one another, and being different is not accepted. Thus, if everyone else is pulling their pants down, you must do so also.
Thirdly, its sort of anti-gay: Wearing tight pants (for a male) is considered to be sort of gay, therefore baggy loose pants are a statement to the contrary. This is stupid however, because there is nothing more gay than a man walking around with his rear-end exposed.
For the record, I have no problem with this style, and I think it is great! (As you can probably tell, I'm gay)

It's apart of jail culture. In jail, prisoners wear them low because they are issued uniforms not based off their size, but on the general size of the uniforms, "one size fits all". Sometimes the pants do not fit.
It is a copying of the jail life that has made its way to the streets, being emulated by black youths.

it's a staple in fashion that has been around in the black community for ages. A lot of black men do not like pants that are tight and form fitting like a females, but then they take it over board.

that may be their style...
same reason some people tie sweaters around their necks or some women wear really tight fitting pants...
and to the answerer above me (diana j)...theres no way thats true...know why? prisoners wear all-in-one jumpsuits...
when i asked this same question some boys have responded as follows...
-its the style
-its comfortable
-no one wants a yeast infection (they then usually make a reference to people who wear wrangler jeans as a side joke)
-they dont have to keep re-adjusting their balls...they are free to hang as they please
-they dont want anything tight on their butt because tight jeans are for girls...

I see it in all young boys, black, white,Asian etc...I was watching 20/20 or 60 minutes and they were interviewing people from prison and one of the inmates were saying that it came from to let the men there know which boy was available for sex,

Well Mr.Smarty Pants, if the wore their pants down to their knees then it would be capri pants or shorts.
You meant they wear them up to their knees.
So in that essence your question is wrong, and deserves no answer.
