well this is pretty easy. To draw the triangle you craw one length (can be any). Then get a compass and set it so that it is one of the other two lengths (so if your first line was 4, make it 3 or 6) then place the point of the compass on one end of the triangle and draw a circle. Set your compass to the other length (so if your initial line was 4, and your second length used was 3, set this to 6) go to the other point and draw another circle. At the point where the two circles meet, that will be your point that you will join the ends of your initial line to.

Now to draw the locus just measure out 1cm from the triangle (everywhere) and connect it so that it is exactly 1cm around your triangle

draw a line aroud the triangle using dots that are exactly 1cm away from the triangle, you should end up with a triange but with round corners.
