I doubt it. Until his misuse of drugs during the Second World War and his injuries in the 1944 bomb plot, Hitler did not have any speech malfunction or problems of physical motor control that would suggest such a drastic neurological problem.
In so far as one can tell at such a distance in time and place, in modern parlance Hitler's likeliest mental problem was Post Traumatic Stress Disorder perhaps due to his childhood mistreatment by his alcoholic father and by his lengthy unemployment after leaving school in Linz. Respondents to this question are joking about Hitler's testicular problem, but of course this will not have helped his mental stability.
The brain is remarkably adaptive to cope with disorders, particularly if it can reorganise itself during childhood, when brain functioning is very plastic. In consequence, to be sure whether one side of Hitler's brain was atrophied it would really be necessary to examine it after death. But in Hitler's case the cause of death was that Hitler shot himself through the skull. In addition the body was partially burned immediately afterwards. So, although we may not have the full records of exminations by the Russians, it is difficult to see how it could be established with certainty that Hitler had the brain disorder you suggest. I believe that part of Hitler's skull is in Moscow, but his body was otherwise very thoroughly destroyed in the end. So it would be a major surprise if Hitler's brain tissue still exists.

That explains a lot; since one side of the brain (right side) is responsible for logical thinking, the left brain is responsible for intuition, and high sentiments. I believe his left brain is missing. The guy had no feeling at all, he was a killing machine.

No, couldn't have been farther from the truth. The guy was on the border of genius and insanity. And although he did do some horrific acts, he did bring Germany out of a severe depression.
