The question is why? They can be a pain sometimes.
The "I'm not looking for a DATE" part screams attitude, you might want to soften that a bit so that you appear friendly. If you're friendly, you'll attract friends.
Do you work? Go to school? Play a sport? Volunteer? Go clubbing/bars? Go to church?
These are all ways to meet friends.

Do you live on another planet, all by yourself? You don't need a computer to make friends, if there are people around you. You never can be sure about people you meet online, about the things you can know about people that you meet in person: where they live, how they make money, whether they have spouses or children, etc. I wouldn't use a computer to find either dates or friends. And there are lots of businessmen and other predators who are always trying to exploit people's sense of isolation or loneliness. Every dating service that I've seen is like that: join up, pay your dues, and you will get a girl THIS PRETTY (see the picture) to be your special friend! Don't be conned.
