It's so obvious that it's alcohol, which you cannot drink in public anyway.

I know not ALL bums drink alcohol. I don't mean to generalize. In fact, I'm sure you probably know a bum who does not drink. I'm talking about the ones that do.

I often drink alcohol out of a paper bag in public. Even though it is obvious the cops arent gonna waste there time with something so stupid.

Most places have open container laws where you can be arrested for drinking alcohol outside of a restaurant setting. If you have it wrapped in a paper bag it isn't as obvious and could probably be considered an unlawful search and seizure should a police officer unwrap the bag. If, of course, you're acting drunk the police have due cause and could confiscate the bottle and arrest you for public drunkenness or some such thing.
