I found the answer, it's in 11th grade in CA.

I'm not sure if it's officially on the agenda. Maybe in 11th grade US History or 12th grade government? In my class we talk about it often since I teach ESL and many of my students are Mexican.

Its normally taught in the 11th grade but it is also approached in the 9th grade ( World history) and the sixth or seventh grade.

I don't think we ever covered this when I was in school. But my assumption it has to be in high school? around 11-12? In goverment class.
