Most brides will register at Target, Bed Bath and Beyond, or LinensNThings, Macy's (or some department store in their area), Williams Sonoma. I have also seen couples register at Lowe's or Home Depot. Which isn't a bad idea because when they move into a house they can buy paint, flowers, or other things that usually aren't thought of until you own a house. Unique gifts could be art, silver, crystal vase or bowl, Joy of Cooking Cookbook (an essential in every kitchen for a novice to a pro) with a personal inscription and a nice wooden spoon.

I know you said under $25....my idea is around $30 (sorry) I saw them on HGTV Toy Fair 2006, its a giant talking Star Wars Pez dispenser. They have most of the characters (Darth Vader, Chewy, R2D2, etc). They look really cool. I was thinking about getting one for my fiances stepfather, he's a huge Star Wars freak. Maybe that will help.

It doesn't have a price listed, but I saw this on the Crave blog at CNET the other day and it made me giggle. It's a USB flash drive shaped like R2-D2. I think there might be others in the series.

My son in law didn't like the Mr. Potato Head I got him last year. Loves the Legos and figurines, sold at Walmart and ToysRUs

You could get him one of the new special edition DVDs if he only has the original versions of it (Jedi is pretty good, they've substituted the anakin actor for Darth Vader's ghost at the end).

My doc is a starwars fan and he has decorated his entire office with SW stuff!
The coolest I have seen is a poster of the USS Enterprise that shows all the compartments/rooms in a cross section. I bet you could get it for about $25.
