His recess appointment ends when the new congress sits in January. President Bush could have renominated him but he has zero chance of being confirmed. He is very abrasive and he kicks and screams if he doesn't get his way.

From his grade school parent-teacher conferences: "John doesn't play well with others."

He was never confirmed in the first place and he knew he couldn't get Senate confirmation. He was at the UN just as presidential temporary appointment.

The temporary appointment was ending and the President has to find a person who can get through the Senate confirmation process. This was not a surprise to Bolton or the President. Its just a matter of dealing with reality.

He resigned because he knew that his confirmation would never be voted on by the entire senate. The committee that held the hearings refused to put it to a vote by the entire senate. And the new committee chairman starting in Janurary has already said his nomination wouldn't even be considered by the committee. So he resigned to allow President Bush to name another nomiee that may be considered by the committee to be worthy of voting by the senate.

No, he resigned because he could not get an up or down vote (same old Democratic tactic).

yes, he would not have been confirmed. there were also some Republicans that didn't want him confirmed.
