You are limited to the actual number of hairs by the number of follicles that exist. It is genetic.
Shaving only makes hair seem coarser, since the hairs have been bluntly cut off. And over time, shaving reduces the amount of hair that will regrow. Of course, you'll have to wait until you are in your 50-60s for that to happen.

Short of gene therapy, you have what you got by heridity, it will more than likely thicken naturally with age. It is a myth that cutting it will make it come back thicker.

Yes, shaving will increase your armpit hair but if you have a genetic tendency to baldness, will not help much.
