Interesting question...

Wizard - Dick Cheney (pay no attention to that man behind the smoke and mirrors)
Dorothy - Rumsfeld - (there's no place like the Homeland)
Scarecrow - G.W. Bush (full of stuffing, no brain, no backbone)
Tin Man - Condoleeza Rice (hollow inside, ax to grind)
Cowardly Lion - Carl Rove (self explanatory)
Glinda - Colin Powell (is he a good witch or a bad witch?)

The yellow brick road leads to the 2008 election

the wizard would be WMD's because everyone has been looking for them ... the scarecrow would be ann coulter.. or maybe she'd be the wicked witch and bush could be the scarecrow (if i only had a brain), the tin man would be Cheney (always needing a little more oil) and the Lion would be Gates... the yellow brick road would be the Constitution.

The U.N. would be the wiz. The tin man would be rumsfeld because with the high number of civilian causalities in Iraq he obviously is lacking a heart. Bush would be the scarecrow because he doesn't have a brain and relies too heavily on his support staff in major situations.

I think it is a very thought-provoking, clever question myself, although I'll have to come back later with my answer.
