They only hunch up when the rain is cold. By hunching, the muscles are tensed, and so the person does not feel as cold. The surface area of exposed skin is also reduced and so the cold does not feel as bad.
In warm countries, we generally do not hunch up in the rain.

It was not that long ago that rich republicans had hair all over their bodies and walked naked through the woods on the way to Starbucks. If it was raining, the idea was to get the rain to roll off your body and not soak in or get caught and remain. Some even greased their bodies to give them a slippery surface to assist the water to the ground.
We have in some ways not changed much and for good reason, we still want the water to roll off our backs and heads and to get to Starbucks before the wolfs wake up.

It's an automatic responce to try to keep the rain from running down the neck, and to hunch is the bodies built in way to conserving body heat to pull in onto it's self

Probably because its more to do with a decrease in temperature when it rains so its colder. A natural reaction to being cold is to hunch up to keep warm..

Conditioned reflex caused by an unpleasant sensation: wet, cold and clammy! I suppose it's a child-reflex, trying to make yourself smaller. Many people do the same in very cold weather but I suppose that's to conserve heat. Which makes sense, if you stand with your arms outstretched--for example--your body loses heat faster than it does if you huddle up.

Water makes us cold. Hunching reduces total exposed surface area, so less skin is exposed to give off as much heat.

They're flinching away from the drops of water and allowing the rain minimum access to bare skin - neck, back etc.

Natural reaction in trying to make yourself smaller, the same as curling into a ball when frightened or being attacked.
