May not be rain, could be a drop of water sprayed from somewhere and they are just checking. No reason for the sticking out the hands, besides that someone really stupid may have done it years ago and everyone now follows by habit.

I think the first part may be because they want to check no one is throwing water at them, then stick out their hands to see how hard it is raining. Suppose you can just look!

to see & feel the intensity of rain. then they decide whether to walk fast, run or stay put.

to check it is rain could be anything--bird **** ,snow ,someone throwing bucket of piss over you, ash from exploding volcano , can't be too careful.
