They don't actually know the answer to this. It is all conjecture. It seems most likely that RNA was first, but there is no proof of that being the case.

Its the Nucleotides that was formed first. Then the nucleotide polymerized to form RNA. After the discovery of reverse transcriptase (an enzyme which makes DNA from RNA template)....it is widely belived that RNA came before DNA.
