It depends what you bought...if it is USB, you can just plug it in. If you need to open your case, you definitely need to turn off your computer first. And be sure to unplug it and wait a few seconds first to make sure there is no current going through the motherboard.

This depends on the hardware. If it is a USB or EXTERNAL piece of hardware it will be ok to just plug it in. If it is hardware that requires you to OPEN your case to install it, then you need to turn off your power, unplug your computer, ground yourself, then install the hardware.

You can ground yourself by tying a metal wire from your wrist to your computer frame. This protects your computer from electrical static.

If you want to install an usb device or a PCI-Express Card, you do not need to turn of your computer, because both are serial devices, and have the "hot plug" property.
Installing or removing the device with the sistem turned on won't represent a danger to the sistem.

Advice is ALWAYS to power off (and take off the powercord), accept USB-devices: they can be plugged in immediatly.
There's a low chance your motherboard or the device breaks, when connecting them when powered on. Because of the (very) low chance, i never don't power off first.

Remember: many/most devices should be installed (drivers) first, BEFORE connecting the hardware. Refer to the manual for that.

It depends on if your hardware is "Plug and Play" compliant. Follow the included instructions. If there are no instructions, go to the manufacturer website and download them along with any updated drivers. Good luck!

plug and play should work, but it is safer to turn ur computer off first for its and your safety.
