i got a email from my goverment here in Canada and the US do the same and they give passports out too people who just got out of jail,probationn,ete. they lose there rights for at less 7 years then a parden now they give it right away. then the US and Canada wobder why we have terriests.

One of the fundamental natural rights defined by such illuminaries as Locke, Jefferson, Rousseau and others all the way back to Socrates has been the principle of the Right to Travel. As the American Constitution enshrines the ideals of Natural Law therein by protecting the Rights of Citizens over the powers of government, it flows logically that if you are not incarcerated / confined / imprisoned, then you have an implied right to travel, and barring someone from doing so based upon access or denial of a passport would be a cause for action against the government which could become very costly to defend at the expense of the taxpayers.
Juast an added perspective on the issue.

I don't know about Canada, but in the US you can't get a passport if you're on probation or parole. A convicted felon has to have had his or her rights fully restored before they can get a passport.

But that said...what does a conviction have to do with terrorists? Somebody stealing something from a store or having a drug problem doesn't mean they're a terrorist. Those terrorists who carried out the Sept. 11th attacks didn't have criminal records, and neither did Timothy McVay -- there's no connection between a criminal record and terrorism.

A passport is just proof of citizenship. It does not guarantee you the right to travel to any other country. If you have a criminal record and a passport, you will likely be refused entry into most civilized countries. In fact, it is probably better that they are given passports as if they use that as their identification, it is easier to pull up your records in customs/immigrations computers with one. You'll have to have one even to go to the states via air in 2007 and even by land in 2008.

A passport is to prove citizenship, and its a federal form of identification, it does nothing else. Its still up to the visiting country to allow you in or not, and when the passport is swiped, "all" your info is there, for the feds to see. Get ready, the Unitied States is going to start enforceing having to have passports to enter, no more birth certtificates and id's. But I also have a good argument on that topic. (The enforcement aspect).

Passports are for traveling outside of a country. When you are released from probation or jail, you can't keep people from legally leaving the country. And to do so you have to give them passports.

All people with records are not terrorists. Many of them are simply trying to get their lives back together and become members of society again.

my daughter's boyfriend got caught with cocaine
when he was in his teens.
but they still let him have a passport later.

yess you may yet first you may communicate to your probation officer . and enable them to understand you choose to bypass there for this long in the event that they grant you with papper then specific . and its remember on your crime to .
