Are there taxi ranks in Pretoria Central Business District? If so, where? If not,where do I catch a minibus taxi from Pretoria back to Johannesburg.

There is a taxi/bus station on Church street (West). There are busses that go to JHB from there often.

In Pretoria, taxis to Joburg are available at Bosman Street (close to Park Station). Thats a busy lane, so in ten minutes max you will be on your way.
Actually, pointing you finger up won't work in this situation as that symbolises 'going to town - going to city centre' so when you're already in the city centre that won't trigger an action.

Yes, go down Bloed Street towards the east. There is one a few blocks past the Pretoria zoo.

Why do u need a taxi rank?
Just stand next to the road and point your finger to the sky!
At least 3 taxi's will stop!!!

Unreal Hero is right. It is near the Zoo! I think there is one a block above Pretorius strees as well, not sure what street that is!
