Decorate Cookies, make a gingerbread house and eat the leftovers. They have kits for gingerbread houses or you can use a box and glue the grahm crackers to it with icing.
Get styrofoam ball and make ornaments. (or other cheap balls or even a box of cheap plastic ornament - not slick or glass ones) Hot glue a little loop of ribbon on the top of each one to hang from tree before the party. At the party let the girls decorate with glitter, glue, beads, pictures (can make pics of the girls of cut out angles and trees from a magazine), fabric scraps, or whatever.

Here's how to make a simple, cute reindeer:
Have the girls trace one foot onto brown construction paper. Then have them trace both hands onto lighter brown/tan construction paper (or red and green). Cut out the foot and hands. The foot becomes the head, the hands are the antlers. Glue the hands to the top of the foot for the antlers. Add a nose at the bottom of the foot and eyes where the ball of the foot would be. You could even use pom-pons for the nose and googly eyes for the eyes if you wanted.
It's simple, cute, and cheap!

You can make reindeer ornaments...
You take a paint stick and color it brown.
Glue two squiggly eyes on it. Glue a red pompom on it for the nose. Tie a thin ribbon around its neck for a bow. Use brown pipe cleaners 2 to make antlers ... bend them to make them look like it. Attach with glue to the back of the stick. Draw a smile on.

Make the "baking powder" play dough (receipt is on the side of the container). Have the girls use miniature cookie cutters or free form objects to create pens, pendents, tie clips ect. Bake them in the oven, then they can decorate them with paints, glitter, etc. Purchase pin backs, tie clips, ect. from you local craft store and hot glue to the back of their creation. Make sure you have them sign and date the back if they are going to give them as gifts to their parents.

1. you can make bird feeders by cutting shapes out of fun foam -- punch a hole in top, string with curling ribbon--have girls spread with peanut butter and then dip in bird seed--they can do one side or two -- have a clear plastic bag with each girl's name on it to put the bird feeder in
2. reindeer candy canes are easy and fun -- just need pipe cleaners and candy canes and you can even glue on wiggly eyes and a red pom pom for a nose
3. have the girls make paper chains from strips of construction paper to decorate a tree in your yard
4. or theme the party and have the girls watch (or have playing in background -- or better yet have it near the end of the party to calm everyone down) the Princess Bride -- make crowns, magic wands and capes from colored netting with long shoe laces threaded through the tops with large darning needles. you could use spray glue and sprinkle glitter on netting. magic wands can be made with dowelling and fun foam shaped stars. Have then decorate their own cup cake castle cooked in a flat bottomed ice cream cone. send each girl home with a small frog/prince!
5. have the girls cut snowflakes out of origami paper that is colored on both sides. use tape and light string to hang snowflakes from a small plastic coathanger . The coathanger could be sprayed with paint or with spray glue and then sprinkled with glitter --again have a bag with each girls name on it to put her mobile in. some links for snowflake patterns are listed
6. if you can get a supply of dead CDs you can make fish out of them with fun foam glued between 2 CDs -- just draw templates of fins, tails, etc and have moms help do cutting and gluing
