Methylated spirit and washing up liquid, works wonders in your washer bottle too, especially in cold countries with freezing fog

Try these:

Bug and tar remover
Kerosene or gas on a rag (don't pour on car).

I would start with trying the bug and tar remover first since it is the least harshest choice.
