It depends on how unmercifully is defined. Some people call it a little hit on the hand as unmerciful while other do not. I look at it this way is the kids getting hurt? Is the parent out of control? If yes to both then I would stop the parent and call the police. If it just a little hit, no

You should absolutely get involved especially when a child is being hurt. Write down the license plate number and call the police immediately!

The dividing line is if it's abuse, unfortunately that is not clearly defined here.

If the child is being hit on the butt with an open palm or belt, then my criteria would be if serious injury, serious brusing, or broken bones will likely result then it's abuse.

Other than perhaps a swat on the legs, I can't see hitting a child anywhere else without risking injuring the child.

Simple spanking isn't abuse, so long as the above criteria are avoided.

Call the police. You should not get involved because if the parent is that angry he/she could turn to you. I would do something though. No child deserves to be abused.

If you intervine the parent may take it out on the child later. Get the license plate for child services if its serious beating punching face stomach or repeated slapping face etc. But not for spanking.

You do not get involved yourself in ANY WAY.
You call the police and let them handle it. Stick around, though, in case they aren't beating the kid when the cops get there. You are the witness.

Do what you feel you are morally bound to do....I would help any fellow person who was being hurt to the best of my abilities. Situation allowing. What would you want someone to do if you were that kid? What wouldn't you want someone to do if you were beating your child?
