I measure 10 volts A.C between Neutral & Ground in the panel. Everything in the panel is shut-off, so there is no loads. How can I fix this problem. I have weird stuff going on with my computers throughtout the house and other entertainment equipment acting not normal at times.

Your neutral and ground should be bonded together, you can buy bonding jumpers to tie the ground and neutral lugs together.

If you're just looking for the main panel itself, you can purchase a 100 amp Homeline panel, usually with a few, (4-5), breakers already in the unit, for around $125 at most home improvement stores. Probably add $100 for a 200 amp unit. Installation will vary greatly depending on many things, like availability of electricians, unions, your particular situation at the home, etc. Once you decide on a certain size of panel, you'll need to call around and get some quotes in writing, for just what work you want done.

The neutral and the ground wires both go to the same place in the panel. What are you measuring "between"...and when you say things are shut off...are they shut off at the panel?

the white wire and copper wire should be attached to the same bar in your box which also should go to a heavy copper wire that goes into the earth, I would suggest getting a contractor in to look at your set up, or take a 12 gauge wire and ground your white wire to the ground wire, your house may be old,

what do you mean between neutral and ground what are your points of measure neutral is ground are you sure you are not reading ohms you need to give more details
