You really need to be straighforward with him. Tell him you think he's nice but...and let him make no mistakes about the "but" part of that statement. Guys don't take hints well...they are easy to ignore.
Just tell him the truth and let him deal with it.

Just tell him ...Comming from a guy that is always turned down i can tell you that it is going to hurt no matter what but "games" just make it a whole lot worse....good luck

be nice to him, but dont do the "next level i like you" stuff with him.
dont let him call you all the time.
dont hang out with just him and you.
be a casual friend.
hell get the picture eventually when he sees the next cute chick.
