For the same reason that porn isn't hard core until a guy shows his penis. There are just certain things that are deemed by society as nudity, and since guys are so turned on by a girl's chest, it is considered nudity. When guys get to the point seeing boobs as just ho-hum, then maybe it won't be inapprpriate to see them anymore. But there are plenty of bikini tops out there that don't leave much to the imagination anyway!

Womens breasts and nipples are considered organs of the reproduction system. Because womens breasts are tissue with mammary glands, and used for feeding a child after it is born. Organs of the reproductive system are considered 'private' areas in many societies.

its an american thing. go to europe or south america and you can see all the boobs you want. americans (and i am one) are prude as a nation, its the same reason we cant show nudity on tv (other than hbo and skinamax). it seems like americans have body issues, even tho as a culture we're obsessed with models and movie stars bodies

It's a cultural thing.
Many tribes have no problem with women and men going bare chested. Greece considered it proper for an unmarried woman to show one breast. In our culture, it's considered sexual for a female at or beyond puberty to expose her breasts.
And breasts ARE NOT sexual organs. They are secondary sexual characteristics for women, but they aren't involved in sex, so are not sexual organs.

what a wierd question. if you really want that, go to a nudist beach. it's just the same as asking why do guys go "ouch" when you punch them where it hurts, but it doesnt really work on girls.

in some places it's illegal for girls to go topless...just like it would be for men to go bottomless....
girls have self respect, our boobs are personal and only people we love should see them...
sorry but beauty or not, if you want to see boobs, go to a nude beach!

Girl's chest's are private and boy's aren't. And just so you know not many boy's show off there chest's.
