This is an urban legend that has made the rounds in everyone's email for years, often altered to represent other governments or organizations.

In 2001 the e-mail about U.S. Members of Congress was remade into a Canadian form of it:

Can you imagine working for a company that has a little more than 300 employees, and has the following statistics:

30 have been accused of spousal abuse
9 have been arrested for fraud
14 have been accused of writing bad checks
95 have directly or indirectly bankrupted at least 2 businesses
4 have done time for assault
55 cannot get a credit card due to bad credit
12 have been arrested on drug related charge
4 have been arrested for shop lifting
16 are currently defendants in lawsuits
62 have been arrested from drunk driving in the last year

Can you guess which organization this is?

It is the 301 MPs in the Canadian Parliament!

Some of the versions in circulation of the Canadian form of the e-mail assert the information came from The Ottawa Citizen, which is the newspaper in Canada's capital city, Ottawa. That tidbit is wholly false — The Ottawa Citizen never ran such an article.

Another country that has had this e-mailed list applied to it was India:

Can you imagine working for the following company? It has a little over 500 employees with the following statistics:

29 have been accused of spousal abuse.
7 have been arrested for fraud.

3 have been arrested for assault.
71 cannot get credit or loans due to bad credit histories.
114 have been arrested on drug related charges.
8 have been arrested for shop-lifting.
21 are current defendants on various lawsuits.

In 1998 alone, 84 were stopped for drunk driving. Can you guess what organisation this is? Give up?

It is the 545 members of the Lower House of Parliament of India that work for me and you. The same group that cranks out hundreds upon hundreds of laws designed to keep the rest of us in line...

In 2006 we spotted a United Kingdom version:

Yea What makes you so perfect that you can go around criticizeing them? What are you some godly person that does no wrong, makes no misteaks, and has not contributed to the decline of this country at all? PEOPLE MAKE MISTEAKS! Yea okay the government will never be completely honest, but what is posting a rediculous question like this going to do? Do you honestly think we can revamp the entire congress? probably not! so just get the heck over it and support them in the things they do correctly. Also.... maybe if you would encourage your fellow complainers to VOTE we wouldnt have this problem with idiots in office. If you honestly have that much a beef with the government go find a country that doesnt have a crooked governement! I challenge you to find a country that doesnt have problems with their government... and when you find it let the world know okay? till then shut up, and be happy that we are a free nation.

welcome to capitalist America? but you also have to ask when these things happened.. if they wrote a bad check back in college i wouldn't hold it against them... but if they are doing that while trying to balance the US budget.. that's a different story.. all things have scope... and each of these issues could be either worse or better than they appear on paper.
