Any one can publish a news letter. With out registration, you can post as a book post. Otherwise, should register the name first, later the journal and can borught out periodically. It depend on how to reach the people globally. It would be easy if it would be online journal.

You can find a blogging website or forum and get a free membership. But it's likely that that won't get many views. Make an editorial in the newspaper, woudln't be free, but cheap. And if your writing was powerful enough it could be noticed and move to bigger places. But before you even bother you might want to look around online and make sure no one else has already posted information similar to the information you have come up with.
