You give little information but I'll answer the best I can.
If it is an older carburetor engine, the choke may be out of adjustment. Fuel injected engines are not adjustable.
If the engine is turning over too slowly to start:
Failing battery
Failing Starter
Bad Battery Cables
Incorrect weight engine oil
Fails to fire
Needs a tune-up

The colder the ambient air the colder and thicker the oil.
The thicker the oil, the more difficult it is for the motor to turn over.
Although higher cranking amp batteries may force the engine to do it , it is better to buy a simple oil heater that clips onto the oil pan & plugs into the nearest AC outlet. My last vehicle came with one factory installed.
Also, people who live where it freezes should switch to a lighter (like 10-20 or something) grade oil during the cold season.

I use to have a truck that would run like crap and was hard to start when it was cold but when it was warm out or the engine temp was warm, it would start right up and run fine. When we changed the air filter the engine was able to get enough air to burn the air fuel mix properly and started running good as new. It's a long shot but air filters are cheep so try that first.

clean your battery terminals , find your block heater cord and plug it in for 3 hours , you also need 5w 30 oil . good luck
