"Mathwise," It means the absolute value of -8. Absolute value is "the magnitude of a quantity, irrespective of sign; the distance of a quantity from zero." So basically, it just means the number without the positive or negative sign in front of it. It's really easy. So in this one, you'd just take the negative sign away; so the answer is just 8.

I-81 is Interstate 81, a superhighway that runs from east of Knoxville, Tennessee, where it meets I-40, to the Canadian border at the Thousand Islands Bridge north of Watertown, New York, and passing through western Virginia, Maryland, West Virginia, and Pennsylvania. It is one of the busiest highways in the world, with huge quantities of trailer-tractor traffic on it.
They are talking about building special trailer-tractor lanes for I-81. This is not a good idea. Instead, they should eliminate truck traffic on I-81 and build a parallel railroad near it. Rail is more efficient at moving goods than tractor trailers.

The lines either side mean ignore the minus sign.
It is the absolute (or positive ) value of the number.
