Without intending to take the relevance from your question, I think this is one of the easiest question that I was invited (well, I hope so) for answering it. I mean Elton John by far!!!! No chance for George Michael here. Ok, he's talented enough to make great songs once in a while, however Elton and Bernie Taupin have been created many great songs for nearly 40 years! Of course, the quality of their production isn't the same anymore, even so they're still able for bringing to us gems like "This Train Don't Stop Here Anymore". By his turn, George has lost his magical touch for making catchy and amazing ones like Heal The Pain a long time ago. Older and Patience were both ones just good indeed.
