A friend of mine gave me a telephone number and said it uses the GBS networking system. I have tried calling the number both on a landline telephone and my cellular but to no avail. What do I do?

Sure it wasn't a "BBS" network system? Didn't know BBS systems were still around ;)

BBS (Bulliten Board System) was similar to the internet newsgroups of today. You dialed into them and was able to download whatever they had available. Some also allowed uploading information.
