If you are refering to the Internet cache (sounds like cash but spelled different), start Internet Explorer. Click on Tools in the menu. Go to Internet Options. In the window that appears clcik on "Delete Files".

To clear out all the junk and temporary files on the PC:

it's good to clear your browser cache, cookies and history on a daily basis - as each web page you open / browse - gets saved into your Temporary Internet files folder - which in turn ends up cluttering up your hard drive little by little -

if you're using Internet Explorer 6 (or previous versions)
open the browser - click on Tools - Internet Options
this will open the Internet Options window
- click on General Tab
- about half way down you should see - Temporary Internet files
click on Delete - this will open a small window - click on OK
click on Delete again - small window opens again - put a check in the box - then click OK
- next - click on Clear Cookies - small window opens - click OK
- next - click on Clear History - long window opens - click Yes
- next - click OK at the bottom of the Internet Options window
you're done

and doesn't have spyware like most other pc cleaners.

start by running the tempfile cleaner, then the registry cleaner, then check your startup items for unnecessary programs.

although it sounds like an ad for this program, its not, I just recommend it from personal experience.
