Originally, Superman's X-ray vision was used to heat things as well as see through them, but over time a new term was developed for this application and the abilities became distinct from each other.
Heat vision is created by specialized organelles located in Kryptonian ocular tissue, when yellow solar energy is converted into a form which can then be converted to microwave energy (though the fact that the beams are visible to human eyes, at higher power levels, means they must be also composed of wavelengths in the human visual range).
It's often referred to as Laser vision, which is inaccurate. Superman has used his heat vision to evaporate large bodies of water and/or ice or to perform emergency welding; lasers cannot do such things.

Superman has evolved over the last 50 years or so. If you're really interested, check out the documentary put together by Bryan Singer. It 's an hour and a half and it goes through the history of Superman. Each new media that picked him up changed him a little bit. He originally didn't fly, that was added on the radio I believe. He just kept getting modified for every incarnation.

Superman's Heat Vision is the manifestation of him using his denser eye tissue to focus the light reflecting in his eye back out into a "laser"type beam. Notice it only causes heat damage and his powers come from the sun.
