What in India people call post graduate work in USA it is call graduate work.

So a degree Will help.

16 years was the total study requirement but is was not firm.

Most University have professor exchanges so they know the standard and the calliper of the student coming from various institutions as compare to the USA institute.

So admissions are base on the experience and the performance and the entrance test scores.

So pick you subject, pick few schools, take the entrance exam you need to take and inqier, see what is their interest in you.

Although there was some hype about this i still feel most us universities would require 16 years under grad education from India. The flexibility was with European universities. This is my opinion .please check with others too.
There are always some univs in us which accepted 15 year under grads.
How can anyone give a list of 3000 plus universities if you haven't even mentioned what graduate prog you want to do and of you have taken the TOEFL and Gre/GMAT.
the list would very much depend on all theses factors.

The number of years you studied doesn't matter so much as the quality of the education. If you got a Bachelors degree (or equivalent) in 3 years, then that should be good enough for most American graduate programs.

copy this link in your address and you will get the entire list colleges in the whole U.S.
now the 15 year study.i request you that it is true that the U.S has decreased the year of stusy from 16 to 15 but its better that you complete your 16 years of stusy and then only apply for U.S universities.
