First you get yourself a credible lawyer who's not associated with any adoption agency. Then you start searching for a good agency. It must be one that is registered with the local government, insist on seeing this documentaion.
Those two things, the documentation and the lawyer protect your butt from creeps who traffic stolen children. Those creeps are very good at what they do, and you can very easily find yourself in a very dangerous, expensive situation.
You can start with your states child services department, there are many children in the foster care system who are available for adoption, and the cost of such an adoption is very low, compared to conventional adoption through an agency and/or orphanage.
The nice things about going through the foster care system is that you can foster the child in many cases, while you're working on your home study and legal aspects, of the adoption.
