There are a few options available to you. If you are tech savvy, you can try to build, design and maintain your own website, hosting domain etc. I am not going into detail about ease or complication.
Your next option is to hire a programmer or website designer to create the site. They then give you the package and you put it on your site.
The next option would be to hire a company or individual to design, maintain and host your website. Depending on what you want again, do a google search. Lots of companies offer packages that might work for you.
To be honest, there is huge huge number of people who do web design, and companies who do it as well. You can google or search for website design and find a plethora. I would say try a local website designer, there is nothing wrong with remote designers, but a local person is someone you can see, talk to and deal with a little easier then someone who is remote. But if you do find an online person or company, make sure they can meet your needs and are reliable.

It has some very nice tutorials. From begginner to advaced.
Another way to do this is Download an Evaluation copy of Dreamweaver 8 from www.adobe.com.
If you don't want to play around with the coding aspec of designing a website, Dreamweaver is nice for What you see is what you get (WYSIWYG). So basically drag and drop what you need on your site.
