My mom wants the DVD set for christmas and I can't seem to find it in stores, and the only one on Ebay is copied from TV. Thanks.

No, there is no official version available for purchase. Everything you see for sale will be a bootleg, and almost certainly of lesser quality.
The snag has always been licensing rights for the music aired during the series. I don't understand all the legalities of it, but there are significantly different licensing rights that need to be acquired for airing a song once on the air (TV), and then again for DVD distribution. It's apparently extremely costly to do the latter, and that's why many shows like SNL, WKRP, American Idol, etc., that rely on music as a part of their presentation have never been released.
Some shows worked their way around that for their DVD releases. 'Dawson's Creek' altered nearly every song they broadcast during their run (including the theme song by Paula Cole) for a completely different, less expensive tune, usually by a lesser known artist.
I hope WKRP comes around. That's my favorite show of all time, and I'd love to own it.

I couldn't find any DVDs as you had asked. However below is a link from a web-site that makes an explanation for why they believe that WKRP will never be released on DVD. Something to do with the music that was played on the series and possibly having to pay royalties to the artists featured.

Yes it is just do a search on WKRP DVD you will find several sites that have it for sale.

i just went to google and typed in wkrp in Cincinnati and a whole list of things came up
