They are usually at a junction or the end of a driveway on a concealed bend.
It is for the driver, coming out of that junction to be able to see left or right to check for on'coming traffic.

They are usually put there by people who live by the side of the road and have trouble with obstructed views of the road when they are trying to pull away from their houses and onto the road. I guess they can angle the mirror a certain way so they can clearly see up and/or down the road.

You get them on T-junctions where you cant see whats round the other side. Then you look in the mirror and you can see if there are any oncoming vehicles before pulling out.

Mirrors are usually placed on very sharp bends (and narrow roads) so it allows you to see on coming traffic in plenty of time...

So that when you come out of a road you can see around corners that you would otherwise not be able to see, so therefore preventing accidents.

so people can see coming out of blind exits.

Its a self-help thing. They have no legal standing nor are they supposed to rely on them when emerging from a driveway/farm ard etc.

When you lights hit them at night they will scare the deer off the road.
