What frequency and band should I tune to? Not their local frequencies either.

You could probably hear them at night on 648kHz. Otherwise, try:

That's for the BBC World Service. You can also listen online via their website, or via satellite on Hot Bird 2 or Worldspace Satellite Radio. Many of the other BBC stations are available for free on satellite as well. Check this list and scroll down to BBC:

Satellite would be the best option for sound quality and reception. You could probably get a complete setup for around 100 quid.

It depends which BBC radio station you want to listen to.
Geoff S has given you a very comprehensive list of the ways it is possible to listen to the BBC.
As you are in Ireland it may be possible to hear BBC Radio 4 on long wave - that's 198khz. Also, as Geoff says, the world service on 648 khz medium wave.
But probably the easiest way to get all the BBC radio stations is on the satellite at 28 east - the one used by Sky - as just about every station the BBC has is on there.
If you go to the BBC - website www.bbc.co.uk/reception - it tells you lots of ways to listen.

Do you have cable TV? It's possible to pipe the radio in to a stereo that way through NTL etc. for much better reception.
