post an ad in the daily newspaper(weekly or whatever u want)
and when people respond to your ad make a little interview like the're applying for a job(tutoring is a job i know) and then if you think the're good make a list and put the person on it and go on to any other people who answer your ad and you pick the most qualified person(personally i think a person who taught before but make sure the're not mean or something first)
