The ISP is not what they have to deal with. The Web Browser is what they have to deal with.
My Grandfather had AOL [AIM, The Browser, and the ISP ( Internet Service Provider)] (in HIS 80's),.. it really sucked. It was all these pop ups and time outs and.. junk conflicting and crashing.
My mother's boyfriend's Grandmother (I think she is in her 80's) uses Road Runner. That is what I would suggest for anyone,... whatever broadband you can get,.. perferably a Cable one (people fight with me but people on DSL lose services for months some times,.. and there are leeches out there).
One of the greater points for the Elderly will be they don't have to deal with login and connecting to services every time.
You will have to check in your area for local prices,.. some people get Cable Modem for 10 dollars a month and there may be discounts for user's age.
I do not know what to recommend as a Web Browser,.. IE ( Internet Explorer) is the most compatible with sites but they may have site problems and you'll want to set it up to show big buttons.
Added: Oh yeah,.. you may want to get them a Computer with alot of Memory/Ram but not pay as much mind to Video Card, Hard Drive, and Processor Speed. This is because I am guessing they are not going to be playing the lastest in 100 dollar Video games, or saveing many disk space consumeing Programs. You will still want 1 or 2 gigs of Memory/Ram for them for things to load more quickly and smoothly.

All my nursing homes and schools are on Bright House (Road Runner) cable, behind a http://ipcop.org box built from a 800 Mhz to 1.2 Ghz system, with 256 Mb of RAM, 20 Gb hard drive. Spam Assassin and Dan's Guardian can kill all spam, plus, keep out the defectives on the bad web through filtering of evil words.
Totally controllable by the Admin. Seniors, or, in schools, the students, and teachers only get non-pornographic sites, and no evil spawn of spam! Also, remote pings are simply ignored.
